The Afghan Taliban government is preparing to mount a major diplomatic offensive against Pakistan by submitting a detailed dossier accusing Islamabad of supporting terrorism, imposing economic pressure on Afghanistan, and committing human rights violations against Afghan citizens and refugees, senior sources in Kabul have told CNN-News18.

Officials in Afghanistan’s foreign ministry and interior ministry have jointly drafted the dossier, which is expected to be dispatched to regional and global powers once it receives approval from Taliban supreme leader Mullah Hibatullah Akhundzada, a top source in the Afghan foreign ministry said.

The document alleges that Pakistan has become a “facilitation center for terrorists" and accuses Islamabad of nurturing ISIS elements in Balochistan and using them to destabilise neighbouring countries, including Afghanistan, India, and Iran. Kabul claims it has “solid evidence" to back these allegations.

According to the dossier, Pakistan’s intelligence agencies—the Inter-Services Intelligence (ISI) and Military Intelligence (MI)—are providing logistical support and financial assistance to ISIS and other militant groups. These outfits, the dossier claims, are responsible for the surge in militancy and insecurity across the region.

Despite the sharp accusations, the Afghan Taliban government states that it remains willing to cooperate with Pakistan on security mechanisms and broader bilateral engagement. However, it describes Pakistan’s current demands as “illegal, illegitimate, and unfeasible".

The dossier also sharply criticises Pakistan’s treatment of Afghan citizens and refugees, calling it “inhumane". Kabul accuses Islamabad of arbitrarily blocking border crossings and suspending Afghan transit trade for the past two months without justification. It further alleges that Pakistan has long blocked Afghanistan’s transit trade with India, despite Afghanistan being a landlocked country with internationally recognised transit rights.

Citing the 1965 Convention on Transit Trade of Land-Locked Countries, the dossier argues that Afghanistan is entitled to free and unrestricted transit through neighbours such as Pakistan and Iran. The Taliban government claims Pakistan’s actions amount to an economic embargo on Afghanistan.

In addition, Kabul alleges that Pakistan is cancelling medical and student visas, subjecting Afghan nationals, refugees, and Pakhtoons to torture and humiliation, and carrying out mass deportations without prior notice. These actions, the dossier says, come at a time when Afghanistan is grappling with a severe humanitarian crisis and rebuilding after two recent earthquakes that damaged large parts of its infrastructure.

The document accuses Pakistan of violating United Nations conventions and humanitarian agreements by deporting refugees while Afghanistan remains in a rehabilitation phase. It calls on the international community to intervene and pressure Pakistan to adhere to international law and democratic norms.

According to Afghan officials, the dossier will be sent to the United Nations and its affiliated bodies, as well as the United States, United Kingdom, European Union, Russia, China, Iran, India, Qatar, Turkey, Saudi Arabia, the UAE, Arab nations, Central Asian republics, and other Muslim countries following final approval by the Taliban leadership.
