US Special Envoy Steve Witkoff said Russian and American officials held “productive and constructive" meetings in Florida over the last two days as part of efforts to advance President Donald Trump’s peace plan for Ukraine, while Ukrainian President Volodymyr Zelenskyy said Kyiv’s negotiating team was separately engaged in detailed talks with US envoys on ending the war.

In an X post, Witkoff said Russia’s special envoy Kirill Dmitriev met the American delegation in Florida to move discussions forward.

“Over the last two days in Florida, the Russian Special Envoy Kirill Dmitriev held productive and constructive meetings with the American delegation to advance President Trump’s peace plan on Ukraine," Witkoff wrote.

He said the US delegation included himself, Trump’s son-in-law Jared Kushner, and White House staff member Josh Gruenbaum.

“Russia remains fully committed to achieving peace in Ukraine," Witkoff mentioned, adding that Moscow “highly values the efforts and support of the United States to resolve the Ukrainian conflict and re-establish global security."

The post came hours after Zelenskyy said Ukraine’s negotiating team was in Florida holding meetings with US representatives, including envoys of President Trump.

“Ukraine’s negotiating team is currently working in Florida – there will be more meetings today with the American delegation, with envoys of President Trump," Zelenskyy wrote on X.

He said discussions were focused on documents related to “ending the war, on security guarantees, and on reconstruction," adding that talks were detailed and constructive.

“Work on the documents on ending the war, on security guarantees, and on reconstruction is ongoing – they are going through each point in detail, and there is constructive engagement with the American side," Zelenskyy mentioned.

In a video message accompanying the post, Zelenskyy described the past week as a major diplomatic moment for Ukraine.

“I would like to conclude this historic week for Ukraine, a significant diplomatic week," he said, highlighting the European Union’s decision to provide €90 billion in support over two years.

“The main thing is that we have provided Ukraine with 90 billion euros for two years."

Zelenskyy said Ukraine would receive “a minimum of 45 billion euros annually for the next two years" and stressed that the funds would come from Russian assets frozen in Europe.

“Russia must pay for its war," he said.

“90 billion euros is a financial guarantee of security for all of Ukraine," he added.

He also confirmed that negotiations in Florida included discussions on timing.

“They are also discussing timing, possible timeframes for specific decisions," he said, adding that he expected reports from Defence Minister Rustem Umerov and Andrii Hnatov.

The Florida meetings followed earlier talks between US, Ukrainian, and European officials and are part of Washington’s attempt to coax both sides toward an agreement to end the war that began with Russia’s full-scale invasion in February 2022.

Dmitriev told reporters after meeting Witkoff and Kushner that discussions were constructive and would continue, Reuters reported.

While US officials have reported progress on security guarantees for Kyiv, the report mentioned that US intelligence assessments continue to warn that Russian President Vladimir Putin has not softened his demands, including opposition to Ukraine joining NATO and insistence on territorial concessions.
